A panel fixed into charred timber, into the frame that just failed, or into drywall, will not.
The second difference is the edges. An unsealed board-up lets wind-driven rain and snow past it, which means the building is secure but still getting wet. In a Minnesota winter that distinction matters, because meltwater running behind an unsealed panel refreezes and works the fixings loose.
Board-up is not a security system, and should not be sold as one
A well-fitted board-up deters opportunistic entry and stops weather. It will not stop someone determined and equipped, and any provider claiming otherwise is overselling.
